34-year-old man arrested in relation to Peony Mansion murder case

SINGAPORE : Police have arrested a 34-year-old man in connection with the murder of a 30-year-old Filipino woman who was found dead with stab wounds on Monday.

The Indian national was caught near Kitchener Road at about 4pm on Wednesday.

He will be charged with murder, a capital offence, in court on Friday.

Roselyn Reyes Pascua was found lying face-up in a fifth-floor unit of Peony Mansion at Bencoolen Street earlier this week.

She was staying in a rented unit at the apartment block.

Several tenants said some of the rooms there are available for rent for about S$25 a night.

Responding to queries from MediaCorp, the Urban Redevelopment Authority (URA) said that Peony Mansion is a block of flats approved in the 1960s and it can be allowed to be used as a hotel or boarding house.

However, under current guidelines, planning approval is needed to convert existing residential units to such use.

URA said it has not received applications for residential units in Peony Mansion to be converted to boarding house use recently.

It will investigate whether there are any planning infringements and will take appropriate enforcement action, if necessary.

An Enforcement Notice may be served to the owner of the property to cease the unauthorised use of the premises by a stipulated date.

Should the notice go unheeded, the owner or the persons responsible may be charged in court.

If convicted, the offenders may be jailed up to 12 months and fined a maximum of S$200,000.

The URA said that if the offence continues after conviction, a fine of up to S$10,000 per day may be imposed.

Peony Mansion is run by SCMS Property Management.

When MediaCorp called the company to ask about the usage of the apartment block, a woman who took the call said it only manages the common areas. She added that the firm has 'got nothing to do' with what apartment owners do with their flats. - CNA/sc/ms
